Research and proposal on Vietnam's Lifelong Learning Law Project

Researching and proposing a Lifelong Learning Law Project is the task and solution mentioned in the Government's Action Program to implement the National Assembly of Vietnam's Resolution on the Economic Restructuring Plan for the 2021 period. – 2025 is issued with Resolution 54/NQ-CP dated 12/4/2022.

Specifically, in order to carry out the task of developing the labor market and improving the efficiency of resource allocation and use, the Government requested the Ministry of Education and Training of Vietnam to assume the prime responsibility for, and coordinate with other ministries, branches, and localities in:

+ Concentrating on the development of the Strategic Framework for Higher Education Development; accelerating the implementation of the Project on Improving the Quality of Higher Education; Vietnam's National Qualifications Framework for higher education qualifications; contributing to the renewal of higher education activities associated with autonomy and accountability of training institutions; strengthening the application of fourth industrial revolution achievements; and

+ Creating and submitting the Education Development Strategy 2021- 2030 to the Prime Minister for approval.

+ Researching and proposing a Lifelong Learning Law Project for approval by the Government and the National Assembly. of Vietnam.

+ Developing a master plan for the network of higher education and pedagogical institutions for the years 2021- 2030, with a long-term vision of 2050, and submitting it to the Prime Minister of Vietnam for approval.

+ Creating policies in higher education institutions to encourage scientific and technological research, innovation, and entrepreneurship.

In addition, the Ministry of Labour, Invalids and Social Affairs of Vietnam is required to continue deploying and replicating the training of highly skilled human resources, focusing on training according to the sets of programs transferred from abroad. Implement the model of training, retraining at primary level, and training for less than 3 months for rural workers, ethnic minorities, people from poor households, and other policy beneficiaries associated with the implementation of programs. national target submission.

Conducting training and re-training for unemployed workers; supporting employers in training, retraining and improving vocational skills; supporting training for employees in small and medium enterprises; rural workers; and other policy beneficiaries.
