On June 25, 2024, Hanoi issued Decree 69/2024/ND-CP on electronic identification and authentication.

Procedures for locking and unlocking electronic identification accounts from July 01, 2024​

Article 15 of Decree 69/2024/ND-CP outlines the procedures for locking and unlocking electronic identification accounts as follows:

* Locking and unlocking electronic identification accounts for Vietnamese citizens

The electronic identification and authentication system automatically locks and unlocks electronic identification accounts for citizens when their electronic identification card is locked, unlocked, or their citizen identification card or electronic identification card expires.

* Locking electronic identification accounts for foreigners and organizations

  • The electronic identification and authentication system automatically records, verifies, and locks electronic identification accounts in the following cases: when a foreigner requests to lock their electronic identification account; when a foreigner violates the terms of use of the national identification application; when the passport or travel document of the foreigner expires; when the foreigner’s residence permit in Vietnam expires; or when a foreigner dies. This recording is done through the foreigner's declaration on the national identification application or via updating information as stipulated in Article 8 of Decree 69/2024/ND-CP;

  • The electronic identification and authentication system automatically records, verifies, and locks electronic identification accounts in cases where an organization requests to lock its account or when the organization violates the terms of use of the national identification application or when the organization is dissolved, bankrupt, or temporarily or permanently ceases activities as required by law. This recording is done through the organization’s declaration on the national identification application or via updating information as stipulated in Article 8 of Decree 69/2024/ND-CP;

  • The procedural authorities, or other authorized entities may send a Form TK03 request to lock or unlock electronic identification accounts to the nearest commune police, provincial or district-level police authority for processing;

  • Within 01 working day from receiving the request to lock or unlock electronic identification accounts from the procedural authorities or other authorized entities, the commune police or provincial/district-level police authorities should review and transfer the request to the head of the identity management department of the Ministry of Public Security for approval via the electronic identification and verification system;

  • Within 02 working days from receiving the transferred request from the commune police or provincial/district-level police authority, the head of the identity management department of the Ministry of Public Security will review and approve the request as stipulated in Clause 2 of Article 15 of Decree 69/2024/ND-CP and inform the requesting authority and the account holder. If the request to lock the account is denied, a written response with justification will be provided.

* Unlocking electronic identification accounts

  • The electronic identification and authentication system automatically unlocks electronic identification accounts when the grounds for locking no longer exist;

  • The procedural authorities or other authorized entities may send a Form requesting to unlock electronic identification accounts to the nearest commune police, provincial or district-level police authority for processing;

  • Within 01 working day from receiving the request to unlock electronic identification accounts from the procedural authorities or other authorized entities, the commune police or provincial/district-level police authorities should review and transfer the request to the head of the identity management department of the Ministry of Public Security for approval via the electronic identification and verification system;

  • Within 02 working days from receiving the transferred request from the commune police or provincial/district-level police authority, the head of the identity management department of the Ministry of Public Security will review and approve the request as stipulated in Clause 2 of Article 15 of Decree 69/2024/ND-CP and inform the requesting authority and the account holder. If the request to unlock the account is denied, a written response with justification will be provided.
