Vietnam: Children under 14 years old will be issued their own electronic identification accounts from July 01, 2024

This is a content specified in Decree No. 69/2024/ND-CP of Vietnam’s Government on on electronic identification and authentication.

On June 25, 2024, Hanoi issued Decree 69/2024/ND-CP on electronic identification and authentication.

From July 1, 2024, children under 14 years old will be issued their own electronic identification accounts

Previously, Article 11 of Decree 59/2022/ND-CP stipulated that Vietnamese citizens aged 14 years and older; and Vietnamese citizens under the age of 14 or those under guardianship could register under the electronic identification account of their parent or guardian.

However, according to the new regulations in Article 7 of Decree 69/2024/ND-CP, all age groups will be issued their own electronic identification accounts. To be specific:

Agencies, organizations, Vietnamese citizens, and foreign individuals residing in Vietnam will be issued electronic identification accounts as follows:

  • For Vietnamese citizens aged 14 and older who have been issued a citizen identity card or an still-valid identity card, they will be issued an electronic identification account of level 01 or level 02.

Vietnamese citizens aged 6 to under 14 who have been issued a citizen identity card will be issued level 01 electronic identification accounts, or level 02 accounts upon request. Vietnamese citizens under 6 years old who have been issued a citizen identity card will be issued level 01 identification accounts upon request.

  • For foreigners aged 6 years and older who have been issued a permanent residence card or temporary residence card in Vietnam, they will be issued level 01 electronic identification accounts, or level 02 accounts upon request. Foreigners under 6 years old who have been issued a permanent residence card or temporary residence card in Vietnam will be issued level 01 electronic identification accounts upon request.

  • For agencies or organizations established or registered for operation in Vietnam, they will be issued electronic identification accounts regardless of the level.

Thus, depending on the age, the level of the electronic identification account for these subjects will differ, specifically:

  • From 6 to under 14 years old will be issued level 01 electronic identification accounts, or level 02 accounts upon request.

  • Under 6 years old will be issued level 01 identification accounts upon request.

Procedures for issuing electronic identification accounts for Vietnamese citizens

According to Article 10 of Decree 69/2024/ND-CP on procedures for issuing electronic identification accounts for Vietnamese citizens:

(1) Issuing level 01 electronic identification accounts

  • Citizens use digital devices to download and install the National Identification Application;

  • Citizens use the National Identification Application to enter information about their personal identification number, registered mobile phone number, and email address (if available); fill in information as guided on the National Identification Application; capture face images through the digital device and send the request for the electronic identification account to the electronic identification and authentication management agency;

  • The electronic identification and authentication management agency checks and verifies the information and notifies the registration result through the National Identification Application, registered mobile phone number, or email address;

  • Representatives or guardians use their registered mobile phone number and level 02 electronic identification account to register for level 01 electronic identification accounts for children under 14, wards, or represented persons through the National Identification Application.

(2) Issuing level 02 electronic identification accounts

  • Citizens go to the police station (communal, ward, town level) or the identification management agency, regardless of residence location, to present their citizen identity card, valid identity card, and proceed with the procedures for level 02 electronic identification accounts;

  • Citizens provide accurate and complete information on the prescribed form TK01 issued with Decree 69/2024/ND-CP, including their registered mobile phone number, email address (if available), and other requested information to be integrated into the electronic identification (if requested);

  • The officer inputs the provided information into the electronic identification and authentication system for verification; verifies face and fingerprint information of citizens undergoing the procedures with the identification database;

  • The electronic identification and authentication management agency verifies the information and notifies the registration result for level 02 electronic identification accounts through the National Identification Application, registered mobile phone number, or email address;

  • Children under 14, wards, represented persons along with their representatives or guardians go to the police station or the identification card issuance location to proceed with the procedures for level 02 electronic identification accounts;

Representatives or guardians use their registered mobile phone number to register for level 02 electronic identification accounts for Vietnamese citizens who are under 14, wards, or represented persons.

Note: For citizens who have not been issued a citizen identity card or identity card, they will simultaneously apply for both the electronic identification accounts and the identification card using the aforementioned procedures.
