The Ministry of Science and Technology is responsible for organizing the development, appraisal, and promulgation of National Technical Regulations (QCVN)

The Ministry of Science and Technology (MOST) is responsible for organizing the development, appraisal, and issuance of national technical regulations (Illustration)

To be specific, Article 15 of Circular 26/2019/TT-BKHCN stipulates the responsibilities of the Ministry of Science and Technology in issuing technical regulations as follows:

- Take charge, cooperate with ministries, and ministerial-level agencies to organize the development plan for issuing national technical regulations; review and amend, supplement, or replace, and revoke national technical regulations.- Organize the development, appraisal, and issuance of national technical regulations in the fields of state management as assigned by the Government of Vietnam.- Organize the appraisal of national technical regulations developed by ministries and ministerial-level agencies.- The Directorate for Standards, Metrology, and Quality under the Ministry of Science and Technology is the agency that assists the Minister of Science and Technology in cooperating with ministries, central authorities, and local authorities to carry out the popularization, guidance on the application of national technical regulations (QCVN) and local technical regulations (QCDP), periodically printing and issuing the list of QCVN and QCDP based on the official registration of ministries, central authorities, and local authorities.

Additionally, Article 16 of Circular 26/2019/TT-BKHCN also stipulates the responsibilities of ministries and ministerial-level agencies in this activity specifically as follows:

- Annually, ministries and ministerial-level agencies compile and notify the updated list of QCVN issued by them to the Ministry of Science and Technology for updating and supplementing into the technical regulation database system.- Proactively conduct information activities, dissemination, training, popularization, guidance on the application, and other related activities to ensure the implementation of the QCVN.- Ministries and ministerial-level agencies within their assigned fields are responsible for the organization, development, appraisal, and issuance of technical regulations in accordance with the provisions of this Circular and related legal documents. If necessary, they may provide detailed guidance or supplement specific content on the development and application of technical regulations suitable to the characteristics of the ministries and ministerial-level agencies.
