Technical Standards Issuance Within 30 Days From the Date of Promulgation

Issuance of technical regulations within 30 days from the date of issuance (Illustrative image)

To be specific: Article 14 of Circular 26/2019/TT-BKHCN prescribes the notification, dissemination, registration, publication, and issuance of technical regulations as per the provisions of Article 36 of the Law on Standards and Technical Regulations. Ministries, ministerial-level agencies, People's Committees of provinces and centrally-run cities issuing technical regulations are responsible for notifying the issuance, amendment, supplementation, replacement, or annulment of technical regulations in the official gazette, on e-portals, or in their official journals and publications within 30 (thirty) days from the date the technical regulations are issued, amended, supplemented, replaced, or annulled.

Moreover, ministries, ministerial-level agencies, People's Committees of provinces and centrally-run cities issuing technical regulations are responsible for planning the dissemination and guidance on the application of technical regulations. The dissemination and guidance on the application of technical regulations should be implemented immediately after the technical regulations are issued to relevant agencies, organizations, and individuals via training classes, conferences, seminars, and other appropriate forms.

Note: The procedure for registering issued technical regulations shall comply with the provisions of Article 13 of Decree 127/2007/ND-CP. Ministries, ministerial-level agencies, People's Committees of provinces and centrally-run cities issuing technical regulations are responsible for organizing the publication and issuance of technical regulations within 30 (thirty) days from the date the technical regulations are issued.
