The Ministry of Finance has recently issued Circular 24/2018/TT-BTC providing guidelines on the management of training funds for Laotian and Cambodian international students (under the agreement) studying in Vietnam.

Circular 24 has increased the training cost support level for Lao and Cambodian students compared to the previous regulation. Specifically, the new support levels are as follows:

- Long-term training students: VND 2,576,000/person/month.- Short-term training students: VND 5,485,000/person/month.- Training institutions in the fields of defense, security, cryptography, physical training and sports, and culture and arts are granted an additional 10% of the training cost for the corresponding training system as specified above.- For specific expenditure levels of the Items mentioned in Clause 1, Article 4 of Circular 24: they shall be applied according to the norms of the training institution; in case there are no specific norms, the training institutions shall proactively manage their expenditure. The total expenditure shall not exceed the specified cost levels mentioned above.
