On January 9, 2025, the Minister of Health issued Circular 02/2025/TT-BYT stipulating the codes and standards of professional titles for nursing, midwifery, and medical technology.

According to the provisions in clauses 2 and 3, Article 11 of Circular 02/2025/TT-BYT, the standards for the professional title of rank I medical technicians include:

- Regarding education and training standards:

+ Holds a doctoral degree in the group of Medical Technology or equivalent;

+ Holds a certificate of training following the standards of the professional title of medical technology or a medical practice certificate, or a medical practice license.

- Regarding competencies and professional skills:

+ Has awareness of the views and policies of the Communist Party, the laws regarding the work of protecting, caring for, and enhancing the people's health;

+ Leads the implementation of professional technical practices in medical examination and treatment related to the professional title of medical technician;

+ Has the capability to use, instruct the use, and maintain equipment for professional services;

+ Has analytical skills, technical inspection capabilities, and the ability to propose solutions to ensure technical quality in the professional field;

+ Capable of guiding the transfer of new techniques in the field of medical technology;

+ Possesses skills in organizing training, conducting scientific research, collaborating with colleagues, and developing the medical technology profession;

+ Capable of leading or participating in scientific and technological tasks;

+ Proficient in basic information technology usage and can use a foreign language (or can use the language of an ethnic minority for public employees working in ethnic minority areas) as required by the job position.

07 tasks of the professional title for rank I medical technicians in Vietnam from March 1, 2025

The tasks of the professional title for rank I medical technicians are specifically stipulated in clause 1, Article 11 of Circular 02/2025/TT-BYT, including:

- Lead, organize, and implement professional technical tasks within the scope of medical examination, treatment, and prevention as practiced by individuals holding the professional title of medical technician suitable with the training level as regulated by the Minister of Health;

- Lead and organize the implementation of new techniques in the field of medical technology; develop testing procedures and technical processes;

- Collaborate in diagnosis and treatment:

+ Lead and organize technical medical discussions in assigned fields;

+ Promptly notify results of diagnostic tests and imaging related to the patient to the attending physician; propose measures to carry out additional techniques that aid in the diagnosis and treatment when necessary.

- Protect the rights of patients and individuals, organizations submitting samples for testing, according to the law;

- Information dissemination, communication, health education:

+ Lead, organize the planning, evaluation, and adjustment of health education, communication plans based on the objectives and needs of medical technology;

+ Lead and organize the compilation of content for information dissemination, health education in the field of medical technology.

- Lead, organize, and manage medical equipment used in the technical specialties of medical technology;

- Training and scientific research:

+ Lead the preparation of programs, materials, regulations, and technical processes in medical technology specialties; propose measures to improve the quality of medical technology;

+ Lead, organize training, and provide professional development in the field of medical technology suitable for the level and scope of specialties for public employees and learners;

+ Lead and participate in state-level, ministry-level, and provincial-level scientific research;

+ Lead and organize professional technical seminars and conferences in medical technology;

+ Participate in research and provide evidence for policy formation in the assigned professional fields.
