Rights and Obligations of Diplomatic Rank Holders

Ordinance on Diplomatic Ranks and Grades 1995 was promulgated on May 31, 1995. One of the notable contents in this document is the regulation on the rights and obligations of individuals holding diplomatic ranks.

According to the provisions of the Ordinance on Diplomatic Ranks and Positions 1995, individuals holding diplomatic ranks have the following obligations:

- Be absolutely loyal to the Homeland, the people, and the State of the Socialist Republic of Vietnam;

- Strictly adhere to the guidelines and policies of the Communist Party and the laws of the State, regulations, and rules of the diplomatic sector;

- Protect national interests, state secrets, and the honor of the nation;

- Regularly train, study to improve political acumen, professional skills, and foreign language proficiency, and preserve the dignity of officials in the Vietnamese diplomatic sector;

- Successfully complete all assigned tasks.

In addition, the Ordinance also outlines the rights of individuals holding diplomatic ranks, specifically:

- Individuals holding diplomatic ranks currently on duty are entitled to all benefits of state officials. The conferment and promotion of diplomatic ranks serve as a basis for job placement, professional development, promotion, and salary arrangement for officials in accordance with the general regulations on state salary policies;

- Have the right to use their diplomatic ranks in foreign affairs but are not allowed to use them for other purposes contrary to the law;

- Are protected by law and assisted by competent state agencies while performing public duties;

- Are issued a certificate of their diplomatic rank and position. The form of the certificate and the procedures for issuing the certificate of diplomatic rank and position are specified by the Government of Vietnam.
