Regulations on the system of monitoring to ensure road traffic security, order and safety in Vietnam from January 01, 2025

According to the provisions of Article 73 Law on Road Traffic Order and Safety 2024, the surveillance system ensuring security, order, and road traffic safety; the data management system for journey monitoring devices and image recording devices for drivers; and technical equipment systems for inspecting the load of motor vehicles are as follows:

- The surveillance system ensuring security, order, and road traffic safety is regulated as follows:

+ The surveillance system ensuring security, order, and road traffic safety is a system that collects signals, data, audio, and images about the journey of vehicles participating in road traffic, traffic conditions, and other related data. It is built and installed on road traffic routes according to national technical standards to monitor the situation of road traffic security, order, and safety; detect violations of the law on road traffic order and safety and other legal violations;

+ The construction, management, operation, and use of the surveillance system ensuring security, order, and road traffic safety must strictly comply with regulations and procedures, ensure continuous operation and connection with the Traffic Command Center;

+ Data collected from the surveillance system ensuring security, order, and road traffic safety must be managed according to legal regulations; ensure the requirements for personal data protection and protect the legitimate rights and interests of individuals and organizations; and be used to handle violations of the law on road traffic order and safety and other legal violations and to serve the management tasks of the state.

- The data management system for journey monitoring devices and image recording devices for drivers is used to record, store, and transmit information and data about the journey of vehicles participating in road traffic and the images of drivers to ensure road traffic security, order, and safety and to handle legal violations and state management of road transport; managed, operated, and used by the Traffic Police; connected and shared with road management agencies and related agencies.

- The technical equipment system for inspecting the load of motor vehicles is equipped for the Traffic Police to serve in inspecting, detecting, and handling violations of legal regulations on vehicle load on roads.

- The Minister of Public Security shall issue national technical standards for the surveillance system ensuring security, order, and road traffic safety and technical standards for journey monitoring devices and image recording devices for drivers; prescribe the construction, management, operation, exploitation, and use of the surveillance system ensuring security, order, and road traffic safety and smart devices supporting traffic command and control; prescribe the management, operation, and use of the data management system for journey monitoring devices and image recording devices for drivers; and prescribe the equipment, installation, management, operation, and use of the technical equipment system for inspecting the load of motor vehicles.

See more Law on Road Traffic Order and Safety 2024, which comes into force in Vietnam from January 1, 2025, except for Clause 3 of Article 10 Law on Road Traffic Order and Safety 2024, which takes effect from January 1, 2026.

Law on Road Traffic 2008 (as amended and supplemented) shall cease to be which comes into force in Vietnam from the date the Law on Road Traffic Order and Safety 2024 takes effect, except for the cases specified in Clauses 1, 2, 5, and 6 of Article 89 Law on Road Traffic Order and Safety 2024.

Resolution 73/2022/QH15 of the National Assembly on pilot auction of car license plates shall cease to be which comes into force in Vietnam from the date the Law on Road Traffic Order and Safety 2024 takes effect, except for the case specified in Clause 7 of Article 89 Law on Road Traffic Order and Safety 2024.
