On June 25, 2024, Hanoi issued Decree 69/2024/ND-CP on electronic identification and authentication.

Procedures for issuing electronic identification accounts for Vietnamese citizens from July 01, 2024

Article 10 of Decree 69/2024/ND-CP stipulates the procedure for issuing electronic identification accounts for Vietnamese citizens as follows:

* Issuing Level 1 Electronic Identification Accounts

  • Citizens use digital devices to download and install the National Identification Application;
  • Citizens use the National Identification Application to input personal identification numbers, registered mobile phone numbers, and email addresses (if any); fill in information as guided by the National Identification Application; capture facial images through the digital device and send the request for an electronic identification account to the electronic identification and authentication management authority;
  • The electronic identification and authentication management authority will verify the information provided by the citizens and notify the registration results through the National Identification Application, registered mobile phone numbers, or email addresses;
  • Representatives or guardians use their registered mobile numbers and Level 2 electronic identification accounts to fill in and register for Level 1 electronic identification accounts for individuals under 14 years old, individuals under guardianship, or represented individuals through the National Identification Application.

* Issuing Level 2 Electronic Identification Accounts

  • Citizens go to the Commune, Ward, Town's Police, or the card-issuing authority, regardless of their place of residence, present their citizen identity card or valid identity card, and complete the procedure for issuing Level 2 electronic identification accounts;
  • Citizens provide full and accurate information on the request form for issuing electronic identification accounts according to form TK01 attached to Decree 69/2024/ND-CP; including the registered mobile number, email address (if any), and other information required for integrating with the electronic identification card (if needed) for the receiving officer;

  • The receiving officer enters the information provided by the citizen into the electronic identification and authentication system for verification; verifies the facial image and fingerprints of the citizen with the identity card database;
  • The electronic identification and authentication management authority will verify the information provided by the citizens for issuing Level 2 electronic identification accounts and notify the registration results through the National Identification Application, registered mobile phone numbers, or email addresses;
  • Individuals under 14 years old, those under guardianship, or represented persons along with their representatives or guardians must go to the Commune, Ward, Town's Police or identity card issuing authority to complete the procedure for issuing Level 2 electronic identification accounts;

Representatives or guardians use their registered mobile numbers to fill in and register for Level 2 electronic identification accounts for Vietnamese citizens under 14 years old, individuals under guardianship, or represented individuals.

* For citizens who do not yet have a citizen identity card or identity card the request for issuing an electronic identification account will be carried out simultaneously with the procedure for issuing an identity card according to the sequence and procedure stipulated in clauses 1 and 2 of Article 10 of Decree 69/2024/ND-CP.

Decree 59/2022/ND-CP expires from the day Decree 69/2024/ND-CP takes effect.
