On September 17, 2024, the Prime Minister of the Government of Vietnam issued Official Telegram 97/ND-TTg regarding proactive responses to tropical depressions that may develop into typhoons.

According to the bulletin of the National Center for Hydro-Meteorological Forecasting, this morning (September 17, 2024), the tropical depression passed over the Ludong Island (Philippines) into the eastern waters of the North East Sea area; as of 10:00 a.m. today, its center was located at approximately 16.9 degrees North latitude, 119.9 degrees East longitude, with the strongest winds near the center reaching level 7, gusting to level 9. The tropical depression is forecasted to move westward at a speed of 20 km/h towards the Hoang Sa archipelago and may strengthen into a typhoon within the next 24 hours; the typhoon could directly affect our sea and land areas, causing strong winds, heavy rain in the Central Central Region and North Central Region in the coming days.

The developments of this tropical depression are still very complex (forecast can change both in wind level, movement speed, and movement direction). To proactively respond to tropical depressions that may strengthen into typhoons, especially the risk of heavy rain, flooding, landslides, flash floods, the Prime Minister of the Government of Vietnam requests:

- The Minister of Natural Resources and Environment shall direct the hydro-meteorological forecasting agency to continue closely monitoring, forecasting, and providing complete, prompt information about the developments of the tropical depression to the relevant authorities and the public for proactive response according to regulations.

- The Ministers of relevant Ministries, the Chairmen of People’s Committees of provinces and cities mentioned above, based on their functions and assigned tasks, shall closely monitor, regularly update information about the developments of the tropical depression, typhoon, and flood to proactively direct the implementation of response tasks suitable to the developments of natural disasters that may affect their managed sector or locality, including:

+ Immediately implement measures to ensure the safety of ships, vessels, and activities at sea and along the coastline.

+ Review and complete scripts for responding to tropical depressions, typhoons, floods, landslides, and flash floods, focusing on ensuring safety and minimizing damage to people’s lives and property, and scientifically operating and ensuring the safety of hydroelectric and irrigation reservoirs.

+ Proactively deploy forces, materials, and vehicles, especially in localities expected to be directly affected by typhoons, rain, and floods, and in key areas to be ready to respond to the tropical depression, typhoon, rain, flood, and rescue, relief when required.

- Vietnam Television, the Voice of Vietnam, and communication agencies increase broadcasting time, and reports to keep the public informed about the developments of the tropical depression, typhoon, and flood, instructions from relevant authorities, and knowledge on responding to natural disasters, especially landslides, flash floods, and flooding to minimize damage.

- The Minister of Agriculture and Rural Development organizes round-the-clock watch to closely monitor the situation, proactively direct and urge localities to implement appropriate response actions in line with actual natural disaster developments, promptly report, and propose the Prime Minister and Deputy Prime Minister to direct issues beyond their authority.

- The Office of the Government of Vietnam shall monitor and urge the Ministries and localities to strictly implement this Official Telegram; promptly report the Prime Minister and Deputy Prime Minister on arising, urgent issues.
