Tasks of implementing the Resolution on urban government organization and several pilot specific mechanisms and policies for the development of Da Nang City, Vietnam

According to Notice 417/TB-VPCP dated September 13, 2024, from now until Resolution 136/2024/QH15 on the organization of urban governance and the piloting of specific mechanisms and policies for the development of Da Nang City, Vietnam comes into effect in just 04 months, in order to ensure prompt and effective implementation of the mechanisms, policies, and tasks assigned by the National Assembly as stated in this Resolution, the relevant Ministries, agencies, and Da Nang City, Vietnam must urgently, proactively, and determinedly organize its implementation, focusing on the following key tasks:

- The Ministry of Planning and Investment will preside, cooperating with Da Nang City and the relevant Ministries and agencies:

+ Develop the Regulations on the Organization and Activities of the Steering Committee for the implementation of Resolution 136/2024/QH15 and assign specific tasks to the members of the Steering Committee, submit to the Head of the Steering Committee for issuance; prepare to organize the first meeting of the Steering Committee soon.

+ Appraise the dossier, submit it to the Prime Minister for consideration and decision on establishing the Da Nang Free Trade Zone in Q4 of 2024.

+ Develop and submit to the competent authority for issuance the Regulations on the Activities of the Da Nang Free Trade Zone; complete in Q4 of 2024.

+ Develop and submit to the Prime Minister of Vietnam a decision to adjust and supplement the management functions of the Da Nang Free Trade Zone to the Management Board of the Da Nang Hi-Tech Park and Industrial Zones; complete in Q4 of 2024.

- The Ministry of Home Affairs will preside over the development and submit to the Government of Vietnam for issuance a Decree stipulating the organization and activities of the district People's Committee and the policies on the responsibilities of the Chairman of the district People's Committee; the organization and activities of the ward People's Committee and the policies on the responsibilities of the Chairman of the ward People's Committee; the election, recruitment, management, and use of officials working at the People's Committee and officials working at ward, commune; prepare, execute, and finalize district and ward budgets on the territory of Da Nang City; complete before November 30, 2024.

- The Ministry of Construction will preside over the development and submit to the Prime Minister a decision to pilot the delegation of authority and the process, procedures for approving amendments to the overall plan for functional area construction, and amendments to the overall urban planning of Da Nang City; complete before October 15, 2024.

- Regarding Da Nang City:

+ Be confident, courageous, dare to think, dare to act, be proactive, creative, self-reliant, resilient; mobilize all resources to implement the mechanisms, policies, tasks stipulated in Resolution 136/2024/QH15.

+ Review all mechanisms and policies stipulated in Resolution 136/2024/QH15 and the work that has been implemented, develop a program, and plan to implement the Resolutions of the National Assembly, the Government of Vietnam, and the decisions of the Prime Minister.

+ Focus urgently on researching the model and planning the construction of the Da Nang Free Trade Zone in line with the city's potential, advantages, and specific conditions; preside, cooperating with the relevant Ministries and agencies to develop the Scheme and dossiers for establishing the Da Nang Free Trade Zone, submit them to the Ministry of Planning and Investment for appraisal in Q4 of 2024; coordinate closely with the Ministry of Planning and Investment in the development and submission to the competent authority for issuing the Regulations on the Activities of the Da Nang Free Trade Zone.

+ Urgently consolidate and appoint cadres commensurate with the functions, tasks, and authorities assigned in Resolution 136/2024/QH15; promote decentralization, delegation of authority along with resource allocation; assign clear responsibilities, tasks, timelines, and deliverables.

+ Focus on improving the investment and business environment to maximize the unique mechanisms and policies that have been issued.

* Regarding some specific tasks in the upcoming time:

- Review the targets and tasks according to the Resolution of the 13th Congress of the Communist Party and the 22nd Congress of the Da Nang Party Committee; based on that, propose plans and solutions for implementation and strive for the highest possible completion.

- Implement the Conclusion 79-KL/TW dated May 13, 2024, of the Politburo on continuing the implementation of Resolution 43-NQ/TW on developing Da Nang City until 2030, with a vision to 2045, and the Government's action program to implement Conclusion 79-KL/TW.

- Urgently coordinate with the Government Inspectorate and related Ministries, agencies to effectively implement Conclusion 77-KL/TW in 2024 of the Politburo on the Scheme "Solutions to remove difficulties relating to projects and land in inspection, audit conclusions, and judgments in several provinces and cities."

- Focus on boosting economic growth, striving to achieve the highest targets set at the beginning of the term; control inflation, stabilize the macroeconomy, and ensure the major balances of the economy. Effectively mobilize resources for key projects and strategic infrastructure, increase revenue, save expenses, and expand the revenue base, especially in dining, accommodation, and e-commerce services.

- Pay attention to and ensure harmonious development between economy and culture, society; do not sacrifice social justice for mere economic growth; focus on addressing environmental issues. Strengthen digital transformation, build a digital government, digital society, and digital citizens; research and apply controlled pilot mechanisms and policies; promote research, training, development, testing, and application of artificial intelligence, cloud computing...

- Maintain political stability, public order and safety, national defense and security; combat corruption, waste, and negativity; build a solid people's defense, national defense and security posture. Promote international economic integration; build an independent and self-reliant economy with substantial, effective, and deep international integration.

- Perform well Directive 35-CT/TW in 2024 of the Politburo on congresses of Party Committees at all levels towards the 14th National Congress of the Communist Party, with a focus on building cadres; organize well the congresses of Party Committees at all levels.

- Build a cohesive, unified, clean, democratic, active, efficient, dynamic, creative administrative system, where cadres dare to think and act; serve citizens and enterprises as the center of service, adhering to the principle of saying what we do, keeping commitments, handling work according to the spirit of not saying no, not saying it's difficult, not saying yes but not doing.

- Continue to closely coordinate with the Ministries and sectors in resolving and handling city-related work; especially in implementing Conclusion 77-KL/TW in 2024 of the Politburo and Resolution 136/2024/QH15. Ministries and sectors, based on their functions, duties, and authorities, must join hands to help solve the difficulties that the city itself cannot resolve.
