Law on National defense and security industry, and industrial mobilization 2024 was approved by the 15th National Assembly of the Socialist Republic of Vietnam, 7th session on June 27, 2024.

Policies for development of strategic weapons and equipment of Vietnam

Specifically, Article 69 of Law on National defense and security industry, and industrial mobilization 2024 stipulates the policy for the development of technical equipment and weaponry of strategic significance and special operational technical means in Vietnam as follows:

- The State builds a fundamental research program for the development of basic technology and core technology to serve the manufacture and production of technical equipment and weaponry of strategic significance and special operational technical means.

- Programs, schemes, and projects of research, design, manufacture, and production of technical equipment and weaponry of strategic significance and special operational technical means enjoy the following policies:

+ Entire funding is secured from the state budget and other legal resources;

+ Program, scheme, and project leaders can decide to adjust research contents, implement task plans, and conduct acceptance tests to move to the next phase to achieve the set objectives;

+ Approved scientific and technological tasks include research, trial production to experimental production; organize a council to accept products and for experimental production after research products and trials meet set technical targets;

+ For urgent tasks, the performing unit may receive pre-funding or mobilize funds from legal sources to research, design, manufacture, and conduct trial production of products according to tactical and technical features approved by competent authorities; organize an acceptance council and complete procedures for the next phase;

+ Special mechanisms are applied to procure design documents, technology secrets, sample products, special materials, and hire foreign experts;

+ Budget contingencies for scientific and technological tasks with research and manufacturing contents;

+ Support to seek and decode new technologies and high technologies;

+ Enjoy special investment mechanisms to implement scientific and technological tasks as per the law on science and technology.

- The Ministry of National Defense and the Ministry of Public Security (Hanoi, Vietnam), in coordination with related ministries and sectors, approve and sign contracts to implement national scientific and technological tasks within their management.

- The Government of Vietnam specifies item 1 and item 2 Article 69 of Law on National defense and security industry, and industrial mobilization 2024.

Regulation on National Defense and Security Industry Fund in Vietnam

Based on the provisions of Article 22 of Law on National defense and security industry, and industrial mobilization 2024, the National Defense and Security Industry Fund is stipulated as follows:

The National Defense and Security Industry Fund is an off-budget state financial fund, established centrally, managed by the Government of Vietnam to support the implementation of urgent, novel, high-risk tasks or the research and manufacturing of strategic significance technical equipment and weaponry, and special operational technical means.

The National Defense and Security Industry Fund is formed from the following financial sources:

+ Support from the state budget;

+ Legal capital sources decided by competent authorities;

+ Allocated profits after tax as stipulated at point a, item 4, Article 21 of Law on National defense and security industry, and industrial mobilization 2024;

+ Voluntary contributions from domestic and foreign organizations and individuals;

+ Other legal financial sources as per the law.

- The operating principles of the National Defense and Security Industry Fund are as follows:

+ Non-profit-oriented;

+ Manage and use for the right purposes, legally, promptly, and effectively;

+ Support urgent, novel, high-risk tasks or the research and manufacturing of strategic significance technical equipment and weaponry, and special operational technical means.

- The Government of Vietnam specifies the establishment, management, allocation, and use of the National Defense and Security Industry Fund.

More details can be found in Law on National defense and security industry, and industrial mobilization 2024 which comes into force in Vietnam from July 1, 2025.
