Establishment of a strict control mechanism for imported goods through e-commerce in Vietnam

To be specific: on September 8, 2024, the Government of Vietnam issued Resolution 128/NQ-CP for the Government of Vietnam's Regular Session of August 2024.

The resolution clearly states: To achieve the highest completion of the set objectives and tasks for 2024, in which inflation must be controlled below 4.5% and strive to achieve GDP growth for the entire year of 2024 around 7%, creating a foundation and momentum for 2025 and the period 2026 - 2030; the Government of Vietnam requires Ministers, Heads of ministerial-level agencies, agencies under the Government of Vietnam, Chairpersons of the People's Committees at the provincial level to continue to promote the spirit of responsibility, unity, consensus, and to continue to focus on decisively, synchronously, and effectively implementing the tasks and solutions set forth in the Resolutions and Conclusions of the Central Executive Committee, Politburo, Secretariat, the Government of Vietnam, and the National Assembly, especially the following Resolutions: 01/NQ-CP, 02/NQ-CP of 2024, Resolution 93/NQ-CP of 2024, and the Resolutions of the Government of Vietnam's regular sessions, directives of the Prime Minister of Vietnam.

Among these, regarding the diversification of markets, export commodities, effective import control; developing the domestic market; intensifying the fight against smuggling, trade fraud, counterfeit goods, the Government of Vietnam requires the implementation of several key tasks as follows:

- Ministries, agencies, local authorities under their assigned functions, tasks, and powers:

+ Implement regional connectivity solutions to reduce transportation and logistics costs, facilitate the circulation of goods; support enterprises in shifting investments to regions with competitive advantages in production, business premises, abundant labor sources, and low labor costs to reduce production costs.

+ Swiftly concretize international agreements and treaties signed during high-level visits; research and advise on new, comprehensive, and breakthrough mechanisms, policies, and solutions to maximize new development opportunities; promote international integration, and specific cooperative activities associated with attracting FDI.

- The Ministry of Industry and Trade presides over, cooperates with relevant ministries, agencies, and localities:

+ Enhance supply-demand connection activities, promote the production and consumption of Vietnamese goods. Continue to organize nationwide promotional programs, bringing goods to rural areas, remote areas, and industrial zones. Encourage e-commerce platforms to implement programs to consume domestically produced goods, and local products.

+ Organize the connection of domestic enterprises to participate in the supply chain of foreign-invested enterprises in Vietnam, multinational corporations, and large global enterprises. Actively support enterprises in effectively handling issues related to trade defense investigations, origin fraud, technical barriers concerning the environment, sustainable development, and green transition to promote Vietnam's exports. Strengthen Vietnam's cooperation in sub-regional mechanisms to take advantage of assistance from partners and open new markets for Vietnamese goods.

+ Continue to diversify export markets, diversify supply chains, prioritize exploiting and maximizing opportunities from key, strategic export markets, and signed Free Trade Agreements (FTAs); promote negotiations, and sign new FTAs, expanding new markets such as the Middle East, Africa, and the Halal product market.

+ Promptly implement trade defense measures to protect the legitimate interests of domestic industries. Coordinate with the Ministry of Finance of Vietnam to soon research and establish a strict control mechanism for import goods through e-commerce, which is currently exerting great pressure on domestically produced goods.

- The Ministry of Agriculture and Rural Development of Vietnam presides over, cooperates with relevant agencies to promote the export of official agricultural products to neighboring markets; promptly negotiate and reach agreements with relevant Chinese agencies to reduce the quarantine rate of animals and plants, clearing the way for agricultural products to enter the Chinese market.
