Plan to develop union members, establish a grassroots trade union in 2023 in Ho Chi Minh City, Vietnam

The content mentioned in Plan 10/KH-LDLD in 2023 on developing union members and establishing grassroots trade unions in 2023.

Target for development of union members: To develop and increase 158,583 trade union members, of which we strive to mobilize and develop 1,000 union members in the informal labor sector.

Target for establishment of grassroots trade unions: Establish 100% of grassroots trade unions in operating enterprises employing 25 or more employees;

To accomplish this goal, the Labor Confederation assigns the grassroots direct superior trade union to:

- Develop a plan to survey the business situation and labor situation in the locality; freelance workers (informal sector workers); workers at enterprises with trade unions who have not joined trade unions;

- Develop a plan to develop union members, establish a grassroots trade union in 2023 to ensure the completion of the targets assigned by the Ho Chi Minh City Confederation of Labor; which focuses on developing union members and establishing grassroots trade unions during Workers' Month (with a separate announcement).

- Develop the content and form of guidance, advice, and support for grassroots trade unions and workers involved in the establishment of grassroots trade unions and joining Vietnam Trade Unions in a bottom-up approach. to reduce interference and dependence from the employer, associate the development of union members, establishment of grassroots trade unions with collective bargaining; appraise and recognize the unionization of employees and the establishment of grassroots trade unions in accordance with the Law on Trade Union and the Charter of Vietnam Trade Union; guide and support grassroots trade unions in renovating the contents and modes of trade union activities.

- Develop budget estimates for the development of union members and the establishment of grassroots trade unions; to plan and organize training courses, refresher courses, and professional development training for union members for grassroots trade union officials.

- Guide and support the grassroots trade union to perform well in the management of union members, improve the quality of union members, and take care of the interests of union members.

- Quarterly, every 6 months, and throughout the year, report on the results of campaigning for the development of union members and the establishment of trade unions; report on the results of the development of union members and the establishment of the Communist Party in the Workers' Month of 2023 (using the form on the City Confederation of Labor through the Organizing Committee).

The basis for target allocation

- The plan and decision to assign targets for developing union members and establishing grassroots trade unions of the Presidium of the Vietnam General Confederation of Labor.

- The results of the survey of enterprises and labor in the area of the Labor Confederation of Districts and Thu Duc city, the Trade Union of the Export Processing Zones and the City Industry, and the Trade Union of City Officials.

- Results of implementation of the target of developing union members of the immediate superior trade union in 2022 and the average from the beginning of the term until now.

- Number of remaining development targets for union members for the 2018–2023 term.
