Guidelines for Converting Total Vessel Tonnage according to Circular 189

Here is the noteworthy content stipulated in Circular No. 189/2016/TT-BTC regulating the rates, collection policies, payment, management, and usage of fees and charges in maritime specialized activities.

vessels without Gross Tonnage (GT) indicated are converted to total tonnage as follows:

- For sea-going vessels and self-propelled inland waterway vehicles, 1.5 tons of deadweight is converted to 01 GT.- For barges, 01 ton of full deadweight is converted to 01 GT.- For tugboats, push boats, passenger vessels (including seaplanes), and floating cranes: 01 horsepower (HP, CV) is converted to 0.5 GT; 01 KW is converted to 0.7 GT; 01 ton of crane lifting capacity is equivalent to 06 GT.- For passenger vessels without engine capacity indicated, 01 passenger seat is converted to 0.67 GT; 01 sleeper berth is converted to 4 GT.- In case of vessels being in a towing convoy or pushing convoy, or being side-by-side towing, its gross tonnage is the total tonnage of the entire convoy including barges, towing heads, or pushing heads.

Refer to relevant regulations in Circular 189/2016/TT-BTC, effective from January 01, 2017.
