The Ministry of Finance has issued Circular 98/2015/TT-BTC stipulating the expenditure policies for the preparation and organization of the 9th National Patriotic Emulation Congress.

The costs related to the organization of the Congress are stipulated as follows:

Compensation for members attending the meeting of the Organizing Committee to prepare for the Congress:

- Meeting chair: 400,000 VND/person/session.- Other members of the Organizing Committee: 300,000 VND/person/session.- Members of Sub-committees: 200,000 VND/person/session.- Invited participants: 100,000 VND/person/session.- Support personnel: 50,000 VND/person/session.

Compensation for meetings of Sub-committees, work groups; workshops, discussions on the report content; reviewing exemplary reports; press conferences before, during, and after the Congress:

- Meeting, workshop chair: 200,000 VND/person/session.- Attending members: 100,000 VND/person/session.- Support personnel: 50,000 VND/person/session.

Compensation for contributors of articles to the draft report and documents of the Congress: 200,000 VND/article.
