Circular 13: Independent Financial Operations for Private Preschools

The content is detailed in Circular 13/2015/TT-BGDDT issued by the Ministry of Education and Training regulating the Charter of organization and operation of private preschools.

Based on Circular 13/2015/TT-BGDDT, private kindergartens, childcare centers, independent private child groups, and kindergartens operate on the principles of voluntary capital contribution, financial autonomy, and self-balancing of revenues and expenditures; complying with legal regulations on accounting, auditing, obligations to the state budget, and other current related regulations.

Additionally, private kindergartens, childcare centers, independent private child groups, and kindergartens are allowed to mobilize capital in the form of share contributions, capital contributions from employees within the unit, and mobilizing other lawful capital sources through cooperation and association with enterprises, economic organizations, financial institutions, and individuals both domestically and internationally. The content of capital mobilization in the form of shares must be reflected in the establishment scheme of the school.

The financial sources of private kindergartens, childcare centers, independent private child groups, and private kindergartens include:

- Capital contributions from organizations and individuals establishing the school and financial resources supplemented from the annual operational results of the school;- Tuition fees and fees collected from learners as prescribed by law;- Interest on deposits at banks, the State Treasury, and credit institutions;- Investments, sponsorships, aids, support, and gifts from organizations and individuals both domestically and internationally;- Loans from banks, credit institutions, and individuals;- Support from the budget when performing tasks assigned by the state;- Other lawful revenues.
