In recent years, in order to obtain funding for domestic economic development, Vietnam has mobilized Official Development Assistance (ODA) to provide loans and implement economic projects. Decree No. 97/2018/ND-CP of Vietnam’s Government on on-lending of the government's ODA loans and foreign concessional loans was issued to create a legal framework for these activities.
On June 30, 2018, the Government of Vietnam issued Decree No. 97/2018/ND-CP on on-lending of the government's ODA loans and foreign concessional loans was issued to create a legal framework for these activities.
Recently, the Government of Vietnam issued Decree No. 97/2018/ND-CP on on-lending of the government's ODA loans and foreign concessional loans was issued to create a legal framework for these activities, which replaces Decree No. 52/2017/ND-CP.
ODA is one of the crucial sources of funding for investment and infrastructure development in Vietnam's economy. Therefore, it is necessary to have a specific legal framework for activities related to this source of funding. Recognizing this trend, the Government issued Decree No. 97/2018/ND-CP on on-lending of the government's ODA loans and foreign concessional loans.
Decree No. 97/2018/ND-CP of Vietnam’s Government on on-lending of the government's ODA loans and foreign concessional loans was issued in the context of the increasing demand for ODA preferential funding. Decree No. 97/2018/ND-CP has partially addressed the remaining issues related to ODA funding.
Recently, the Government of Vietnam issued Decree No. 97/2018/ND-CP on on-lending of the government's ODA loans and foreign concessional loans. Notably, there are changes in the on-lent proportion for Provincial People's Committees, public non-business units, and enterprises.
