Prioritizing the Allocation of Small Plots of Land to Poor Households
To be specific, the allocation and lease of small plots of land are prioritized for neighboring users who are eligible beneficiaries of the revolution's contributions; households with numerous members, and poor households.
Adjacent users are allowed to use the small plots of land in the form of annual short-term land leases for gardens and pathways. This applies to small plots that do not align with the land use planning, detailed urban construction planning approved by competent authorities, but which the State has not yet allocated for public purposes.
Conditions for Allocated and Leased Small Plots of Land
Small plots of land allocated with land levy collection and leased land must meet the following conditions:
- Suitable with the land use planning, urban construction planning detailed by competent authorities;- Land must be free of disputes, complaints, violations, or if there are disputes, complaints, violations, they must have been resolved in accordance with the law;- Falls under the category of land allocated or leased by the State as per regulations;- Commitment to ensuring the fulfillment of financial obligations.
The aforementioned contents are mentioned in the Draft Decision on the Pilot Mechanism for Land Allocation and Lease for Small Plots of Land in Ho Chi Minh City, expected to take effect in 2018.
