On December 25, 2012, the Ministry of Education and Training of Vietnam issued Circular 56/2012/TT-BGDDT to promulgate regulations on the management of bilateral international cooperation tasks in science and technology at the ministerial level of MOET.

Article 12 on the management of bilateral international cooperation tasks on science and technology at the ministry level issued by the Ministry of Education and Training, attached to Circular 56/2012/TT-BGDDT, specifies the working process of the consulting council for selecting bilateral international cooperation tasks in Vietnam as follows:
- The administrative secretary announces the decision to establish the council, introduces the council members, and other participants.
- A representative from the Ministry of Education and Training of Vietnam explains the content and requirements for selecting bilateral international cooperation tasks.
- The council president conducts the meeting according to the following content:
- The task leader presents a summary of the task rationale;
- Two reviewing members present their remarks on the task rationale;
- The scientific secretary reads out the written comments from absent members (if any) for the council’s reference;
- The council asks questions to the task leader and evaluates according to the criteria stipulated in Article 10.
- The council discusses and agrees on the contents and requirements that the task leader needs to amend and supplement in the task rationale.
- The meeting minutes of the council are prepared as per Form 7, Appendix I.
Especially, based on the results of the consulting council's meeting, the Ministry of Education and Training organizes the appraisal of the content and the budget for performing the bilateral international cooperation tasks according to current regulations (Form 8, Appendix I). The appraisal minutes are prepared as per Form 9, Appendix I. After the appraisal results, the Ministry of Education and Training approves the total budget for performing the bilateral international cooperation tasks. If necessary, the Minister of Education and Training will consult with domestic and foreign experts on the appraisal results before making the approval decision.
The task leader is responsible for supplementing and completing the task rationale as per the appraisal minutes, submitting it to the hosting agency, and the Ministry of Education and Training of Vietnam for approval.
