On December 11, 2013, the Ministry of Public Security issued Circular 67/2013/TT-BCA regulating the issuance of laissez-passer for entry and exit at the border areas for Vietnamese citizens crossing the Vietnam-China border.
The authority to issue laissez-passer for entry and exit for Vietnamese citizens crossing the Vietnam - China border is stipulated in Circular 67/2013/TT-BCA as follows:

- The Head of the District Police bordering the Vietnam - China border issues laissez-passer for entry and exit to officials working at agencies headquartered in that district, district-level town, or provincial city who are sent to the opposite border area of China for official exchanges. In the absence of the Head of the District Police, a Deputy Head of the District Police authorized by the Head of the District Police shall perform the duties and exercise the powers. The Deputy Head of the District Police shall be responsible to the Head of the District Police and before the law for the assigned duties.- The Head of the Commune Police bordering the Vietnam - China border issues laissez-passer for entry and exit to Vietnamese citizens residing in that commune, ward, or commune-level town. In the absence of the Head of the Commune Police, a Deputy Head of the Commune Police authorized by the Head of the Commune Police shall perform the duties and exercise the powers. The Deputy Head of the Commune Police shall be responsible to the Head of the Commune Police and before the law for the assigned duties.
