Vietnam: When shall persons who are subject to educational measures in communes, wards or towns considered to have no stable place of residence?

This is a featured content specified in Circular No. 48/2014/TT-BCA of the Ministry of Public Security of Vietnam detailing the implementation of a number of articles of Decree No. 111/2013/NĐ-CP stipulating the regime of applying educational administrative measures in communes, wards and towns.

According to Circular No. 48/2014/TT-BCA of the Ministry of Public Security of Vietnam, in the following cases, the person subject to the measure of education in the commune, ward or town is considered to have no stable place of residence according to the provisions of Point b Clause 1 Article 6 and Clauses 2, 3 Article 13 of Decree No. 111/2013/NĐ-CP of Vietnam’s Government:

- Unable to determine the place of permanent residence or temporary residence of the person subject to educational measures in the commune, ward or town.

- People subject to educational measures in communes, wards or towns have permanent or temporary residence registration but do not regularly live there and frequently change residence.
