Vietnam: Standards to be satisfied by occupational safety and hygiene practice trainers

In order to become an occupational safety and health practitioner in an enterprise, a person must meet certain standards specified in Clause 4 Article 22 of the Decree No. 44/2016/NĐ-CP of Vietnam’s Government, including:

- Participating in the course of training techniques of occupational safety and sanitation; or

- Having at least 5 years working as the developer of policies, laws, management and inspection over occupational safety and sanitation at the bodies having functions and duties directly related to the occupational safety and sanitation.

Moreover, depending on the training content groups (specified in Article 18 of Decree No. 44/2016/NĐ-CP), standards to be satisfied by occupational safety and hygiene trainers must correspond to the practical training content:

Group 2 practice training: 

- The trainer must have college degree or higher educational level in line with the training specialty;

- The trainer must have proficiency with machine, equipment, chemical and work with practice application based on the training frame program.

Group 3 practice training: 

- The trainer must have intermediate level or higher educational level in line with the training specialty;

- The trainer must have at least 05 years performing work with strict requirements on occupational safety and sanitation or work related to occupational safety and sanitation at the establishments in line with the training work.

Group 4 practice training: 

The trainer must have technical intermediate level or higher educational level in line with the training specialty or have the time of actual working time of at least 05 years.

Practice training of occupational first aid and emergency: 

- The trainer must have college degree of medicine specialty or higher educational level; and

- The trainer must have at least 03 years of experience directly participating in first aid and emergency or have a doctor level.
