Vietnam: Requirements for officers for implementing online training

According to Circular No. 12/2016/TT-BGDĐT of the Ministry of Education and Training of Vietnam, officers implementing online training shall meet the following requirements:

- Teachers participating in online training must be well familiar with online teaching skills; capable of managing, orienting, instructing and dealing with questions of learners in online training methods; expertly utilizing online LMS and information technology devices at request of training facilities as lecturers and fully satisfactory to lecturer standards prescribed by law.

- Technical staff for administering online training systems must well understand information technology systems related to online training of training facilities; receive instructions and technology for administering and operating information technology systems to ensure stable operation.

- Staff for designing electronic learning materials must comprehend learning material designing and manufacturing procedures; expertly use relevant information technology equipment and cooperate with teachers of specific subjects in designing and developing electronic learning materials to serve online training of training facilities. 

- Teaching assistants must well understand activities of online training, instruct learners on how to participate and use information technology applications before organizing online training courses and monitor learning process of learners.
