On December 28, 2018, the Ministry of Labor, Invalids and Social Affairs in Vietnam issued Circular 50/2018/TT-BLDTBXH stipulating the minimum knowledge and competency requirements for graduates at intermediate and college levels for disciplines and professions in the mining engineering and other engineering fields.

Under Circular 50/2018/TT-BLDTBXH, graduates from intermediate-level underground mining technology in Vietnam must process the following knowledge and skills:
Knowledge
- List the methods of opening seams and preparing mining areas, the underground mining systems;
- Describe the characteristics of coal seams, seam pillars, seam walls, faulting, and folding phenomena;
- Present the structure, erection sequence, and technical requirements of wooden and metal supports in the preparatory tunnels;
- Present the structure and erection techniques of wooden supports, single hydraulic column supports - articulated beams; the technique for moving XDY mobile hydraulic props, ZH/GK mobile hydraulic frames, and linked chain hydraulic props in mining tunnels;
- Present the working principles, usage scope, and operating techniques of various drilling machines, transport equipment, and loading equipment in underground mining;
- Present the technical procedures for reinforcing and restoring supports in mining and preparatory tunnels at a basic level;
- Present the routine mine pressure control procedures in mining tunnels;
- Present the coordination methods for organizing task activities within a production team or group;
- Present the content of toxic gases, flammable gases, and mine air;
- Present some accident hazards in underground mines and preventive measures; common incidents and mitigation and prevention measures;
- Present the structure, working principles, and usage techniques of common mine rescue equipment;
- Present the basic knowledge of politics, culture, society, law, national defense, security, and physical education as regulated.
Skills
- Read the parameters of tunneling passports, blasting passports, preparatory tunnel support, and mining tunnel support;
- Disassemble and install conveyor chutes, slides, and rail tracks in preparatory and mining tunnels;
- Operate various loading and transportation equipment in preparatory and mining tunnels;
- Erect various types of wooden, metal supports, single hydraulic column supports - articulated beams, mobile hydraulic props, and mobile hydraulic frames in mining tunnels;
- Move and operate mobile hydraulic props and mobile hydraulic frames in mining tunnels;
- Participate in checking and reinforcing safety positions proficiently according to regulations;
- Assist in complex reinforcement tasks in mining tunnels such as adjusting hydraulic props, replacing support columns, recovering coal, and controlling mine pressure;
- Perform auxiliary tasks proficiently and coordinate in conducting main tasks in a preparatory tunnel cycle and a mining cycle;
- Drill holes in tunnel faces using handheld drilling machines and drill machines with stands;
- Use personal self-rescue equipment proficiently, common mine safety and rescue equipment according to the correct procedures, and coordinate in handling emergencies involving injured personnel;
- Organize and execute escape plans in the event of incidents and prevent accidents in underground mining;
- Inspect and accept products from the team or group during the production shift;
- Share and guide knowledge and professional skills to junior workers;
- Use basic information technology according to regulations; apply information technology in some specialized tasks within the industry or profession;
- Use basic foreign languages, achieving level 1/6 in the Vietnamese Foreign Language Competency Framework; apply foreign languages in some specialized tasks within the industry or profession.
