Vietnam: 05 standards to be appointed Provincial Chief Inspector

This is an important content specified in Circular No. 09/2011/TT-TTCP stipulating standards for Chief Inspectors of provinces and central-affiliated cities, issued on September 12, 2011 by the Government Inspectorate of Vietnam.

According to Circular No. 09/2011/TT-TTCP of theGovernment Inspectorate of Vietnam, standards for Chief Inspectors of provinces and central-affiliated cities are specified as follows:

1. Quality

- Patriotic, has strong political courage, loyal to the Party and State's political guidelines and viewpoints, steadfast in the path of innovation, national independence and socialism; dedicated to serving the people.

- Work with a sense of responsibility and high efficiency; thrifty, honest, public-minded, impartial; no opportunity, no corruption, resolute fight against corruption and negative manifestations; practice thrift and fight waste.

- Have a sense of discipline; Honest, objective, decisive and dare to take responsibility; Have a spirit of self-criticism and criticism.

- Solidarity and democracy with colleagues, exemplary ethics and lifestyle; Closely attached to the people, trusted by civil servants, inspectors at work and people at residence.

2. Capacity

- Ability to advise, organize and implement guidelines and policies of the Party and State on inspection work, resolving complaints and denunciations, and preventing and combating corruption.

- Ability to research and develop legal documents, propose effective solutions for inspection, resolve complaints and denunciations and prevent and combat corruption.

- Ability to lead large-scale inspection teams with many complex details.

- Have executive capacity; have the ability to gather and unite officials and civil servants, promote collective strength and coordinate well with relevant agencies and organizations to carry out assigned tasks.

3. Knowledge

- Firmly grasp the guidelines, guidelines and policies of the Party and State, directions and tasks of the Inspection industry.

- Mastering legal knowledge and expertise in inspection work, resolving complaints and denunciations, and preventing and combating corruption; Have experience in organization, management and administration.

- Understand other related specialized fields, economic, political, cultural and social situations of the locality and country.

4. Level

- Meet professional standards for the rank of Chief Inspector or equivalent or higher.

- Graduated from university or higher, suitable for inspection work.

- Graduated from advanced political theory or equivalent.

- Graduated from state administrative management with major specialist rank or higher.

- Can use a common foreign language at level C or higher. For provinces with many ethnic minorities, encourage learning and using ethnic minority languages for work.

- Proficient in using computers and office equipment for work.

5. Other conditions

- Have experienced leadership and management practices at the level of Provincial Deputy Chief Inspector and equivalent or higher; Have 5 years or more working in the inspection industry or doing management work in Party and Government agencies.

- Officials appointed for the first time to hold the position of Provincial Chief Inspector must not be more than 55 years old for men and not more than 50 years old for women.

- Not during the period of disciplinary action in the form of reprimand or higher.

- Officials appointed to the position of Provincial Chief Inspector must be assigned to the appointed position or equivalent.

- Have complete and clear personal records and records that do not violate Regulation No. 57-QĐ/TW dated May 03, 2007 of the Politburo on internal political protection of the Party, confirmed by competent authorities.
