On December 28, 2018, the Ministry of Labor, War Invalids and Social Affairs issued Circular 46/2018/TT-BLD-TBXH stipulating the minimum knowledge volume and competency requirements that learners must achieve upon graduation from intermediate or college levels in various fields including materials, metallurgy, production, and other technical technologies.

As stipulated in the regulation on the minimum amount of knowledge and competency requirements that learners must achieve after graduating from intermediate-level and college-level programs in the textile technology discipline, issued together with Circular 46/2018/TT-BLDTBXH, the minimum level of autonomy and responsibility that learners must achieve after graduating in the discipline of textile technology at the college level is as follows:
- Work independently, work in teams;
- Handle situations within the permissible authority to resolve individual and team tasks;
- Guide, supervise, and evaluate the results of assigned work performed under one's management;
- Strictly comply with internal rules and regulations at the workplace;
- Have a sense of organizational discipline, responsible for work before the collective and the organization;
- Ability to update knowledge and be creative in work;
- Strictly adhere to regulations on labor protection, labor safety, and fire prevention;
- Evaluate the quality of work after completion and the results achieved by oneself and team members before the leadership of the agency, organization, or unit;
- Have a sense of learning and training to improve professional qualifications and vocational skills.
