On October 29, 2024, the Minister of Health of Vietnam issued Circular 24/2024/TT-BYT amending and supplementing certain provisions of Circular 16/2020/TT-BYT which promulgates standards and guidelines for awarding the Hai Thuong Lan Ong Award for Traditional Medicine.

What are principles for awarding the Hai Thuong Lan Ong prize for traditional medicine and pharmacy work in Vietnam?

The awarding of the Hai Thuong Lan Ong prize for traditional medicine and pharmacy work from December 14, 2024, shall adhere to the following principles:

- Accurate, public, transparent, fair, and promptly.

- Gender equality in awarding the prize.

- Focus on prioritizing individuals who are direct laborers with creativity, achievements made under difficult conditions, and have a significant influence.

- Not proposing to award the Hai Thuong Lan Ong Award to individuals currently under disciplinary actions of reprimand or heavier, or under administrative sanctions for medical practice violations; involved in cases under review by competent authorities for disciplinary sanctions; under investigation, inspection, or verification of legal violations; involved in issues subject to complaints, denunciations under verification and handling; or involved in corruption or negativity reported by media awaiting verification.

In cases where competent authorities have clarified non-involvement in these issues, individuals who continue to contribute and achieve outstanding results in traditional medicine work, integrating traditional with modern medicine, shall be considered for the award as per the regulations.

- Individuals involved in multiple fields of work shall only be nominated in one field for consideration.

- Individuals receiving salaries and participating in annual emulation and commendation at a unit shall be nominated for the award at that unit. For individuals not receiving a salary from the state budget, nominations shall be made through professional associations in traditional medicine work.

- There is no requirement to apply scientific and technological mission standards or initiatives for individuals working in border areas, at sea, islands, areas with specially difficult socio-economic conditions as specified by the Government of Vietnam, and working in detention facilities, mandatory education centers, mandatory rehabilitation centers, or juvenile correctional schools.

- The Hai Thuong Lan Ong Award is granted once to eligible individuals as per the regulations, and posthumous awards are not considered.

What are rights and obligations of individuals awarded the Hai Thuong Lan Ong prize for traditional medicine and pharmacy work in Vietnam?

(1) Rights

- Awarded a Certificate of the award (Appendix 01 – Form No. 01);

- Awarded the prize badge (Appendix 02 – Form No. 01);

- Name recorded in the Gold Book of the Hai Thuong Lan Ong Award managed by the Ministry of Health (Department of Traditional Medicine Management);

- Awarded money or material rewards as per regulations (if applicable).

(2) Obligations

- Preserve awarded items; not use awarded items contrary to the nation's cultural traditions, social ethics, affecting society; not rent or lend awarded items in any form;

- Continue to uphold, promote personal qualities, ethics, talents and serve as a role model for colleagues to follow and be respected by the people.
