Recently, the Ministry of Science and Technology issued Circular 08/2015/TT-BKHCN regulating the implementation of the Bilateral and Multilateral Research Cooperation Program on Science and Technology up to 2020 and the Program for Seeking and Transferring Foreign Technology up to 2020.

Article 6 Circular 08/2015/TT-BKHCN stipulates that bilateral and multilateral research cooperation tasks shall be selected according to the three principles set out in Article 4 and meet the following conditions:
1. The objective of the task must be consistent with the research cooperation document with the foreign partner, and simultaneously resolve at least one of the following key issues:
- Scientific and technological issues that are strategic and long-term for Vietnam in terms of mastering and applying advanced and high technologies to key industries; mastering design and manufacturing technologies, processing technologies for high-value-added products, creating opportunities for Vietnam to participate in the global value chain;- Key scientific and technological issues directly serving national scientific and technological programs;- Scientific and technological issues implemented in international research programs, global and regional scientific and technological investment projects to create breakthroughs and enhance Vietnam's scientific and technological capacity.
2. Bilateral and multilateral research cooperation tasks must achieve one of the following results: create new technologies; improve the quality of products and services with high added value; develop strong research organizations and groups that meet advanced regional standards.
3. Domestic organizations and individuals participating must have sufficient capacity to perform the tasks, meeting current regulations for organizations and individuals participating in national-level scientific and technological tasks. Foreign partners must ensure the capacity and commitment to research cooperation according to agreed objectives and contents.
4. There must be specific coordination plans with foreign partners in task implementation and utilization and exploitation of research cooperation results; clearly stipulate the responsibilities and benefits of parties participating in task execution.
Thus, based on the above-stipulated conditions, domestic organizations and individuals shall cooperate with foreign partners to formulate explanations for bilateral and multilateral cooperation tasks according to Form A-SPDP in the Appendix issued with this Circular.
