System of Automatic Load Shedding Must Be Designed to Ensure 03 Requirements

This is the content issued in Circular 30/2019/TT-BCT by the Ministry of Industry and Trade amending and supplementing a number of articles of Circular 25/2016/TT-BCT dated November 30, 2016 by the Minister of Industry and Trade regulating the transmission power system and Circular 39/2015/TT-BCT dated November 18, 2015 by the Minister of Industry and Trade regulating the distribution power system.

To be specific, Clause 9 Article 1 Circular 30/2019/TT-BCT stipulates that customers using the transmission grid must cooperate with relevant units to agree on the installation of equipment and ensure the operation of the automatic load shedding system in their power system according to the calculations and requirements of the Dispatch Level with control authority.

The automatic load shedding system must be designed and calibrated to meet the following requirements:

- Reliability not less than 99%;- Failure to shed any load does not affect the operation of the entire power system;- The shedding sequence and the amount of shed power must comply with the distribution levels of the Dispatch Level with control authority and cannot be changed under any circumstances without the permission of the Dispatch Level with control authority.

Regarding the sequence of power load restoration, it must comply with the dispatch orders of the Dispatch Level with control authority.

Concurrently, Circular 30/2019/TT-BCT also amends Clause 2 Article 37 of Circular 25/2016/TT-BCT regarding the connection requirements of the Transmission Grid Control Center as follows:

Firstly, connection requirements of the Control Center:

- There must be one data transmission line connecting to the information system of the Dispatch Level with control authority. In the case of multiple Dispatch Levels with control authority, these levels are responsible for agreeing on the method of information sharing;

- There must be two data transmission lines (one working line, one backup line) connecting to the control and information system of the power plant, substation under the remote control of the Control Center;

- The minimum communication means serving dispatch work including direct communication, telephone, fax, DIM, and computer network must operate well.

Secondly, requirements for SCADA system connection

- There must be a connection with the SCADA system of the Dispatch Level with control authority. In the case of multiple Dispatch Levels with control authority, these levels are responsible for sharing information;

- There must be two connections with RTU/Gateway terminal devices, the control system of the power plant, substation, and switching device on the grid under the remote control of the Control Center;

Thirdly, the Control Center must be equipped with monitoring screens and connected to the security camera monitoring system at the power plant, substation, and switching devices on the grid back to the Control Center.
