Standards for Automobile Driving Instructors

On October 08, 2018, the Government of Vietnam issued Decree 138/2018/ND-CP specifying the standards for automobile driving instructors.

According to Decree 138, driving instructors must meet the standards for teachers teaching at the primary level as stipulated by the laws on vocational education.

For theoretical instructors, they must have at least a college degree in one of the following majors: law, automobile technology, automobile engineering technology, automobile assembly, or other disciplines with automotive specialized training content comprising 30% or more. Instructors teaching Driving Techniques must have a driving license corresponding to the category of vehicle being trained or higher.

For practical driving instructors, the following standards must be met:

- Have a driving license of the corresponding class or higher than the class of the vehicle being trained, but not lower than class B2;- Instructors teaching classes B1, B2 must have had a driving license for at least 3 years since the date of issuance; instructors teaching classes C, D, E, and F must have had a driving license for at least 5 years since the date of issuance;- Have undergone training in practical driving instruction according to the program issued by the competent authority and have been granted a Certificate of Practical Driving Instructor.
