- The necessity of procuring automobiles to serve the project activities;- The number of automobiles to be purchased;- Type of automobiles, purchase price of automobiles;- Purpose of using the automobiles;- Name of the unit registering the automobiles;- Name of the unit directly managing and using the automobiles;- Standards and norms for the use of automobiles by the agency or unit directly managing and using the automobiles as decided by the competent authority.

- The negotiation and signing of foreign non-refundable aid agreements shall be carried out in accordance with the legal provisions on the negotiation and signing of international treaties or international agreements.
