On December 23, 2008, the People's Council of Can Gio District in Vietnam issued Resolution 09/2008/NQ-HDND regarding the socio-economic tasks for 2009.

Resolution 09/2008/NQ-HDND on the socio-economic targets in 2009is as follows:
Economic Targets:
- Total production value (calculated at constant 1994 prices) to increase by 45%. Specifically: Fisheries up by 8%; Industry - handicrafts up by 17%; Agriculture, forestry up by 15%; Transportation, post up by 24%; Commerce - services up by 28%; Construction investment up by 97%.
- Total state budget revenue in the area: 56.2 billion VND.
- Total district budget revenue - expenditure: 186 billion 151 million VND.
Social Targets:
- Improve the quality, efficiency, and effectiveness of education to be equal to or higher than the previous school year.
- Complete the dossier for submitting to the city for recognition of the results of the compulsory secondary education program for the age group (1987 - 1990).
- Natural population growth rate: 1.12%.
- Provide employment for 4,500 workers.
- Implement the roadmap to increase the income level of poor households according to the standard of 12 million VND/person/year for the period 2009 - 2015, including:
- Reduce the number of poor households according to the criterion of 6 million VND/person/year to below 1%.
- Increase the income of poor households to over 8 million VND/person/year: 6.2% (1,000 households).
- Increase the income of poor households to over 10 million VND/person/year: 3.1% (500 households).
- Malnutrition rate among children below 7.8%.
- The rate of the population engaged in regular physical exercise: 21%.
- The rate of households equipped with electric meters: 96%.
- Reinforce housing for 500 units, including 300 newly built units.
Environmental - Urban Targets:
- The percentage of the population supplied with clean water: 98%.
- The percentage of solid waste collected and treated: 100%.
- The percentage of households with standard hygienic toilets: above 80%.
