On December 28, 2018, the Ministry of Labor, War Invalids and Social Affairs (MOLISA) issued Circular 46/2018/TT-BLDTBXH regulating the minimum amount of knowledge and competency requirements that learners must achieve upon graduation from intermediate and college levels in fields of materials, metallurgy, production, and other technical engineering technologies.

In the Regulation on minimal knowledge volume, capacity requirements that learners achieve after graduating from intermediate level, college level in the field of traffic engineering technology issued together with Circular 46/2018/TT-BLDTBXH, the minimal skills that learners must achieve after graduating in the field of traffic engineering technology at college level are specified as follows:
- Build a plan, determine the process, tasks, and necessary resources to complete the work;
- Read documents, standards, records of traffic projects;
- Be able to consult and argue technical issues in the field of traffic project construction;
- Survey, design the overall of a project or an item of small bridges, roads from level 4 down, drainage systems;
- Develop overall construction methods and detailed construction methods for each item of level 4 roads and below, and some simple items of higher-level roads depending on the construction conditions;
- Develop overall construction methods and detailed construction methods for some items of small bridges;
- Be able to design some items of medium and large bridges under the guidance of the design lead;
- Design individual items of level 4 roads and below;
- Organize construction, direct construction of works in the field of traffic project construction;
- Inspect, control, and evaluate the quality of materials, supplies, and work items in the construction of traffic projects;
- Handle incidents and arising issues in job execution;
- Possess effective skills to convey information, ideas, and solutions to others in the workplace;
- Use basic information technology as regulated; exploit, handle, apply information technology in specialized work of the industry/profession;
- Use basic foreign languages, achieve level 2/6 in Vietnam's foreign language competency framework; apply foreign language in specialized work of the industry/profession.
