On February 10, 2019, Circular 48/2018/TT-BLDTBXH of the Ministry of Labor, War Invalids and Social Affairs (BLDTBXH) promulgating regulations on the minimum volume of knowledge and competency requirements that learners must achieve after graduating from intermediate and college levels in the fields of electrical engineering, electronics, and telecommunications, will take effect.

Pursuant to the regulations on minimum knowledge volume and competency requirements that learners must achieve upon graduation at the intermediate level and college level in the field of fisheries refrigeration and electrical engineering issued along with Circular 48/2018/TT-BLDTBXH, the following are the minimum levels of autonomy and responsibility that learners must achieve after graduating from the intermediate level in fisheries refrigeration and electrical engineering:
- Comply with the internal regulations of the organization and unit; adhere to occupational safety and hygiene regulations, fire prevention, and fighting regulations;
- Show care and hospitality towards customers and colleagues with politeness and friendliness;
- Have a sense of responsibility in the use and preservation of property;
- Possess professional ethics, an industrial manner, organizational discipline awareness, and accountability in the use and maintenance of shared property;
- Proactively propose, develop plans, and organize the implementation of tasks;
- Work independently or in teams, collaborate with colleagues to solve tasks, improve expertise, and fulfill assigned duties effectively;
- Be accountable for the quality of work after completion and the performance results of oneself and part of the group's results before the leadership of the organization, unit;
- Maintain a conscious effort to study and train to enhance professional expertise and skills.
