The investment in construction and the allocation of management staff to operate the email system and electronic information portal is performed by the higher education institution. The budget for deploying and operating the email system and electronic information portal is balanced within the expenditure estimates of the higher education institution.

Circular 15/2018/TT-BGDDT is effective from September 11, 2018.
