This content is stipulated in Circular 169/2018/TT-BQP issued by the Ministry of National Defense on December 13, 2018, to promulgate the National Technical Regulation QCVN 11:2018/BQP, the National Technical Regulation on storage depots for weapons, explosives, and support tools for receipt and collection.
Accordingly, fire prevention and firefighting requirements at the storage facilities for weapons and explosives are stipulated by Circular 169 as follows:
- Personnel in direct contact with weapons, explosives, and support tools must possess professional knowledge and skills concerning weapons and ammunition; be in good health; be educated, trained, and tested with the ability to recognize, interact, and assess the features, structure, and safety rules of weapons, explosives, and support tools; strictly comply with regulations, internal rules, procedures, and safety and labor hygiene requirements; and be equipped with and wear full labor protection gear as prescribed.- The storage of weapons, explosives, and support tools received and collected in the warehouse must follow safety group protocols and the regulations for grouping items within the warehouse as specified.- Warehouses for storing weapons, explosives, and support tools received and collected must be constructed to ensure proper distances between warehouses, as well as between the warehouse and administrative areas or residential zones. The quantity of weapons, explosives, and support tools with flammable and explosive characteristics stored in the warehouse must comply with legal regulations.- Equipment, tools, and structures within the warehouse must be fully provided as per regulations and ensure effective operation during the period when the storage of weapons, explosives, and support tools received and collected is in use. Warehouses storing flammable and explosive weapons, explosives, and support tools can utilize the unit's existing firefighting system or use an automatic firefighting system within the warehouse when authorized by competent authorities. Personnel assigned to manage and use specialized equipment and tools in the warehouse must thoroughly understand the features and purposes of each type and use them appropriately.- Strategic and tactical grade weapons and ammunition depots, or equivalent, assigned the task of storing weapons, explosives, and support tools received and collected within the Ministry of National Defense's management scope, must have approved internal regulations, protection plans, fire prevention and firefighting plans, storm and flood prevention plans, and safety incident response plans by the competent authority.
