Circular No. 40/2018/TT-BLDTBXH specifies the skills that learners must achieve after graduating with a college degree in fashion design as follows:

- Create idea boards, design, and sew a fashion collection based on ideas, themes suitable to fashion trends, and market demands;- Select types of environmentally friendly materials and accessories suitable for different clothing styles and user targets;- Handle materials and accessories before use to ensure environmental hygiene and health safety;- Design pattern templates for fashion products from simple to complex using mannequin-based design methods;- Grade patterns and marker layouts for fashion products from simple to complex on computers ensuring technical requirements;- Inspect product quality and compile accurate and comprehensive quality reports;- Utilize fashion design software;- Operate 1-needle, 2-needle sewing machines, overlock machines, buttonholing machines, button attaching machines, bartack machines, jigs, templates, and some automated programming equipment in fashion production ensuring safety, fire prevention, industrial hygiene, and 5S;- Manage and operate fashion production teams and fashion product businesses;- Display products, provide consultancy, and sell fashion items at fashion stores or online;- Develop a plan to execute a fashion collection, participate in organizing, and showcase the fashion collection according to the designer's orientation and style;- Detect and handle errors when designing pattern templates, grading patterns, marker layouts, sewing, and completing fashion products;- Handle some complex situations that often occur in the process of fashion design, pattern template design, sample sewing, and managing fashion production teams;- Apply soft skills such as presentation skills, negotiation skills, communication skills, situation handling skills, conflict resolution skills, teamwork skills, etc., effectively in the work process;- Use basic information technology as prescribed; apply information technology in some professional tasks of the industry;- Use basic foreign language skills at level 1/6 in the Vietnamese Foreign Language Competency Framework; apply foreign languages in some professional tasks of the industry.
