Regulations to Know Regarding Documents for Sending Officials Abroad

According to Circular 03/2016/TT-BNG, documents dispatching officials abroad must meet the following requirements:

- Documents dispatching or permitting officials and public employees, officers, and professional soldiers to go abroad must contain complete content according to form 03/2016/XNC issued along with Circular 03/2016/TT-BNG.- Documents dispatching officials abroad that are two or more pages must be numbered sequentially and stamped across the pages. For documents with two pages on one sheet, the first page must be affixed with a hanging seal or stamped across the pages. In case of amendments or supplements, the person with authority must sign directly and affix the agency's seal on the amendment or supplement. If there are two or more amendments or supplements, a new document must be issued.- For official members accompanying delegations of the General Secretary, the Executive Committee Secretary, Members of the Politburo, the Central Committee Secretary of the Communist Party, the President, the Vice President, the Speaker of the National Assembly, the Vice Speaker of the National Assembly, the Prime Minister, the Deputy Prime Minister, the document dispatching them abroad is an official dispatch announcing the list of the delegation from the Central Committee's External Relations Commission, the Office of the President, the Office of the National Assembly, the Office of the Government of Vietnam.- ...
