Regulations on Reporting and Inspection of the Implementation of National-Level Scientific and Technological Projects

The Ministry of National Defense issued Circular 84/2017/TT-BQP on April 10, 2017, stipulating specific policies on reporting and inspecting the implementation of national-level scientific and technological research projects.

**Circular 84 stipulates that every 6 months from the effective date of the contract, or upon the ad-hoc request of the competent authority, the unit in charge of implementing the national-level project within the Ministry of National Defense is required to prepare a progress report or report based on the required content and send it to the Ministry of Science and Technology, the Department of Military Science, and the project managing unit. If the unit in charge fails to submit the progress report at least twice, the funding for the project will be suspended, and the matter will be handled according to the signed contract. In cases of force majeure where it is impossible to report on time, the unit in charge must notify the project management authority.

The Department of Military Science will take the lead or cooperate with the national-level project management unit and the project managing unit to conduct periodic or ad-hoc inspections regarding the implementation progress, content, and usage of funding based on the signed contract. In the event of violations or upon the request of the unit in charge, the project management authority will conduct an ad-hoc inspection. The time for periodic inspections will be announced to the unit in charge at least 5 working days in advance.

Additionally, Circular 84 stipulates that based on the inspection results, the Department of Military Science will recommend and propose to the Ministry of Science and Technology, the Ministry of National Defense to request that the project managing unit take necessary measures to ensure the progress and quality of the project products as per the signed contract.
