Recently, the Ministry of Natural Resources and Environment issued Circular 47/2014/TT-BTNMT stipulating technical regulations on the establishment of administrative maps at all levels, in which provisions were made for author editing when establishing state administrative maps.

Article 31 of Circular 47/2014/TT-BTNMT stipulates the process of editing and completing author copies as follows:
- Break lines and separate symbols of the same color to ensure readability, including: Breaking contour lines when crossing contour height annotations; breaking traffic lines when crossing elevation point symbols.
When national borders and administrative boundaries coincide with linear objects (rivers, streams, canals, roads) represented by a single line on the map, they should be staggered according to these objects; national borders and administrative boundaries in rivers with two lines can be drawn as segmented boundary lines but must still be centered in the river or canal; the length of segments should be between 1 to 3 symbols; the spacing should be twice the segment length at that point. In special cases, adjustments can be made to ensure the clarity of the national borders and administrative boundaries.
- Creating background covers for symbols.
- Adjusting map annotation fonts to match the publishing software fonts to ensure the fonts are not corrupted during printing.
Inkjet printing, checking, and correcting.
Printing the author copies and obtaining the confirmation from the acceptance unit of the investor.
The author copies must be confirmed by the acceptance unit and the competent state agency regarding the presentation of professional elements before being eligible for publication.
