Provisions on the Use of Radio Frequencies

This content is stipulated in Circular 37/2017/TT-BTTTT issued by the Ministry of Information and Communications on December 07, 2017, regarding the planning of the usage of FM radio frequency channels.

Accordingly, the allocation and use of radio frequencies are regulated by Circular 37 as follows:

- The FM broadcasting coverage area is calculated with a specified minimum field strength level, and the signal-to-noise protection ratio is executed according to the provisions issued in the appendix attached to Circular 37.- Provincial and municipal Radio and Television Stations directly under the Central Government are permitted to broadcast FM radio and be protected from harmful interference within the administrative boundaries of the respective province or city. Specifically, Hanoi City and Ho Chi Minh City are allowed to broadcast coverage into areas of other provinces and cities but must not cause harmful interference to other FM broadcasting systems that have been allocated frequency channels according to the regulations.- District-level FM broadcasting stations are allowed to broadcast FM radio and be protected from harmful interference within the administrative boundaries of the respective district.- Based on the principle of not causing harmful interference to the FM broadcasting stations of the Voice of Vietnam and of the provinces and cities directly under the Central Government that are currently operating or have been allocated frequency channels, district-level FM broadcasting stations are considered for channel frequency allocation in the specified frequency bands in order.- FM broadcasting stations must use appropriate directional antennas to ensure effective coverage and not cause harmful interference to other FM broadcasting stations and other radio communication systems.- FM broadcasting stations in border areas must use appropriate directional antennas to ensure that the coverage area complies with the border frequency coordination agreements between Vietnam and neighboring countries.- Test broadcasting stations, specialty program channel FM broadcasting stations, and fill-in FM broadcasting stations in underserved, remote, and isolated areas are allocated channel frequencies on a case-by-case basis without causing harmful interference to other FM broadcasting stations that have been allocated frequency channels according to regulations.
