Promulgation of Standards for the Use of Automobiles for Official Duties of Departments, Divisions

On April 22, 2019, the Ministry of Finance issued Circular 24/2019/TT-BTC providing guidance on certain contents of Decree 04/2019/ND-CP regulating standards and norms for the use of automobiles.

The operational quotas for the use of automobiles serving the general tasks of Departments, Agencies, and equivalent organizations under and directly under the Ministry, central government agencies are determined as follows:

  1. For groups of units with staffing numbers below 50 people per unit according to Point a, Clause 1, Article 9 of Decree 04/2019/ND-CP, the quota for using automobiles to serve general tasks is determined for this group of units by the following formula:

= Number of units with staffing below 50 people
(units)
: 2

Note: If the result is fractional (such as 0.5), it is rounded up to add 1 vehicle.

  1. For groups of units with staffing numbers of 50 people or more per unit according to Point b, Clause 1, Article 9 of Decree 04/2019/ND-CP, the quota for using automobiles to serve general tasks is determined by the number of units with staffing of 50 people or more per unit.

Example: Ministry A has 7 units with staffing of 50 people or more per unit, the maximum quota for using automobiles to serve general tasks for this group of units is 07 vehicles.
