Procedures for Inland Waterway Vessels Entering Ports and Inland Waterway Wharves

On October 17, 2014, the Ministry of Transport issued Circular 50/2014/TT-BGTVT on the management of inland waterway ports and berths.

According to Article 15 of Circular 50/2014/TT-BGTVT, before the vessel enters the port or inland waterway terminal, the captain, first mate, or vessel operator is responsible for submitting and presenting the following original documents to the Inland Waterways Port Authority (hereinafter referred to as the Port Authority) or the Terminal Management Board. Specifically, they are as follows:

Documents to be submitted

- Permit for departure from the last port, terminal (not required for transfer vessels or transloading vessels operating within the port or terminal waters);- Valid technical safety and environmental protection certificate of the inland waterway vessel;- Crew member directory.

Documents to be presented

- Inland waterway vessel registration certificate (or a copy certified by the financial institution in case the vessel is pledged or mortgaged);- Professional competency certificate or specialized certificate of the crew members, vessel operators;- Transport contract or warehouse exit invoice or goods transport document, passenger list.

The Port Authority or the Terminal Management Board shall issue the permit to enter the port, inland waterway terminal within 30 minutes from the time of receipt of all required documents. The permit to enter the port, inland waterway terminal shall follow Form No. 14 of the Appendix issued with this Circular.

Passenger transportation vessels at cross-river terminals are not required to complete entry procedures; vessels transporting personnel from the shore to structures or factories must comply with legal regulations on transporting persons, with a list of workers for each trip.
