Procedure for Issuance of Disability Certificate

The Ministry of Labor, Invalids and Social Affairs issued Circular 01/2019/TT-BLDTBXH on January 2, 2019, which specifically stipulates the procedures for issuing Disability Certificates.

The procedures and order for issuing the Disability Certification are stipulated in Circular 01 as follows:

- In the case executed by the Council, within 05 working days from the date of the council's conclusion on the type and level of disability, the Chairman of the People's Committee at the commune level shall publicly post and announce the council’s conclusion at the headquarters of the People's Committee at the commune level and issue the Disability Certification.- In case of complaints, denunciations, or disagreement with the council's conclusion, within 05 working days, the council shall conduct verification, investigation, and provide a specific conclusion in writing to the complainant or denouncer.- For cases determined by the Medical Assessment Council, the conclusion on the type and level of disability, within 05 working days from the receipt of the Medical Assessment Council’s conclusion, the Chairman of the People's Committee at the commune level shall issue the Disability Certification.
