This is an important provision stipulated in Circular 21/2020/TT-BGDDT guiding the emulation and commendation activities in the Education sector issued by the Ministry of Education and Training on July 31, 2020.
Working Principles of the Commendation and Reward Council in the Education Sector (Illustrative Image)
Pursuant to Article 10 of Circular 21/2020/TT-BGDDT, the working principles of the Commendation and Reward Council in the education sector are as follows:
- The Council works based on the principle of democratic centralism and decisions are made by the regulated voting ratio. In case of a tie, the decision of the Chairman of the Council prevails;
- Council meetings are considered valid with the attendance of at least 2/3 of the Council members. In the case of absence, a Council member must have the Chairman's consent and send a voting ballot.
Regarding the Council Composition:
- The Chairman of the Council is the head of the unit;
- The Council has 02 Vice-Chairmen, including the deputy head of the unit responsible for commendation and reward work and the Chairman of the unit's Trade Union;
- Members include representatives from the Communist Party cell, the Ho Chi Minh Communist Youth Union, heads of relevant professional departments, and 01 permanent member cum secretary of the Council, who is the head of the reward and commendation department or the person assigned to be in charge of reward and commendation work of the unit.
Regarding the Duties and Authorities of the Council:
- To advise the head of the unit on implementing the Communist Party's policies, the State's, and the Ministry's policies on commendation and reward; to launch and promote emulation movements as authorized;
- To advise on building criteria and standards for commendation and rewards suitable to the unit's functions and duties; periodically evaluate the results of emulation movements and commendation work of the unit; advise on the preliminary and final reviews of commendation and reward work; propose and recommend policies and measures to promote patriotic emulation movements annually and for each phase, report to competent authorities;
- To advise the head of the unit on deciding to confer emulation titles and forms of commendation within their authority or submit to competent authorities for commendation.
The head of the unit has the legal status to decide the establishment of the unit's commendation and reward council.
