No Imposition of Emulation and Commendation Criteria in the Education Sector

This is an important provision stipulated in Circular 21/2020/TT-BGDDT guiding the emulation and commendation activities in the Education sector issued by the Ministry of Education and Training on July 31, 2020.

According to Article 3 of Circular 21/2020/TT-BGDDT regulating the requirements for the evaluation of commendation and awards in the Education sector as follows:

- No imposed quotas for commendation, ensuring the principle of voluntary participation in commendation by collectives and individuals as per regulations.

- The evaluation for commendation must be based on standards, achieved accomplishments with specific and practical evidence, and products of the collectives and individuals.

- The evaluation and recognition of commendation titles and the influence scope of the achievements must be based on the results of the evaluation and classification of officials and public employees, workers. Ensure that no more than 1/3 of officials and public employees, workers are recognized as "Grassroots Emulation Soldiers", and the forms of commendation at the Ministry level are for management officials.

- For the titles "Advanced Laborer", "Grassroots Emulation Soldier", "Outstanding Labor Collective", "Emulation Flag of the Ministry of Education and Training", "Emulation Flag of the Government of Vietnam", Ministerial Commendation, Prime Ministerial Commendation, Medals of all classes: Collectives and individuals proposed for commendation must have a favorable vote ratio of 70% or more of the total number of members of the grassroots-level commendation council and the Education sector’s commendation council.
