New Regulations on Principal Standards for General Education Institutions

The school organizes the collection of opinions from teachers and staff regarding the principal according to the principal's standards.

The Ministry of Education and Training has just issued Circular 14/2018/TT-BGDDT stipulating the Standards for Principals of General Education Institutions.

The Standards for Principals of General Education Institutions apply to principals of primary schools, lower secondary schools, upper secondary schools, multi-level schools, specialized schools, boarding ethnic minority schools, semi-boarding ethnic minority schools, and related organizations and individuals.

This serves as a basis for principals of general education institutions to self-assess their qualities and capacities; to develop and implement plans to train qualities and improve leadership and management capacities of the school, meeting the requirements of educational innovation. The standards also serve as a basis for state management agencies to evaluate the qualities and capacities of principals of general education institutions; to develop and implement policies for the development of the management staff of general education institutions; and to select and use the core management staff of general education institutions.

The standards serve as a basis for teacher training and educational management institutions to develop, enhance, and organize training programs aimed at fostering the qualities and capacities of leadership and school management for the management staff of general education institutions.

Additionally, the standards serve as a basis for vice principals within the principal planning framework, and teachers within the principal or vice principal planning framework to self-assess, develop, and implement plans for training, studying, and developing their qualities and leadership and school management capacities.

According to the regulations, the Standards for Principals of General Education Institutions include 5 standards with 18 criteria.

The “Professional Qualities” standard includes 3 criteria, requiring: Good practice of professional ethics, positive influence on the management staff, innovative mindset in leadership and school management to develop the qualities and capacities of all students; Capacity for personal professional development such as innovation and creativity in applying different methods, selecting learning, and training content to improve personal professional capacities.

The “School Management” standard includes 7 criteria, requiring the principal to lead and manage school activities to meet the development requirements of students' qualities and capacities, suitable to diverse learning styles, needs, preferences, and preparedness of each student.

For instance, knowing how to organize school development planning, manage teaching and student education activities, manage school personnel effectively; organize, administrate school machinery efficiently; delegate, authorize, and apply information technology; manage school finances by mobilizing legitimate financial resources according to regulations to enhance comprehensive educational quality of the school.

The “Educational Environment Building” standard requires the principal to create a safe, healthy, friendly, democratic educational environment and prevent school violence.

The “Building Relationships between School, Family, and Society” standard requires the principal to organize activities to develop relationships between the school, family, and society in teaching, moral, and lifestyle education for students and to mobilize and use resources for school development.

The final standard is “Using Foreign Languages and Information Technology,” evaluated through 2 criteria assessing proficiency in these skills.

Regarding the evaluation process, the Circular specifies: The principal self-assesses according to the standards; the school organizes to gather opinions from teachers and staff about the principal according to the standards.

The head of the direct management agency will conduct the evaluation and announce the evaluation results of the principal according to the standards based on the principal's self-assessment, opinions from teachers and staff, and practical performance of the principal through appropriate, valid evidence.

The principal self-assesses annually at the end of the school year.

The higher-level management agency directly evaluates the principal biennially at the end of the school year. In special cases, the higher-level management agency may decide to shorten the evaluation cycle.

Circular 14/2018/TT-BGDDT takes effect from September 4, 2018.
