New points about operation conditions of printing establishments in Vietnam

On February 28, 2018, the Government of Vietnam approved Decree No. 25/2018/NĐ-CP on amendments to Decree No. 60/2014/NĐ-CP dated June 19, 2014 of Vietnam’s Government on printing.

Specifically, regarding printing equipment, according to Decree No. 25/2018/NĐ-CP of Vietnam’s Government, printing establishments must have printing equipment to perform at least one of prepress, press and postpress operations in conformity with capacity of the printing establishment and application for printing license or declaration of registration of printing operation prescribed in Article 12 and Article 14 of this Decree. Concurrently, printing establishments must have legal premises to perform prepress, press and postpress (compared to previous regulations: According to Decree No. 60/2014/NĐ-CP, a printing establishment must have an area for performing prepress, press and postpress operations which is located outside residential areas, except printing establishments that use only laser or jet-ink technology and printing equipment for printing paper of AO or smaller sizes and printing establishments that are households conducting manual screen printing).

Regarding owners, Decree No. 25/2018/NĐ-CP stipulates that a printing establishment shall be owned by a Vietnamese organization or individual and headed by a Vietnamese individual who has permanent residence in Vietnam and full legal capacity (compared to previous regulations: According to Decree No. 60/2014/NĐ-CP, a printing establishment shall be owned by a Vietnamese organization or individual).
